The number of youth in foster care is steadily climbing, but the foster care system capacity is decreasing. Studies show that foster youth often have less promising outcomes in certain areas when compared to their non-foster peers. To address this reality, the federal government passed the Family First Prevention Services Act (FFPSA). The Family First Prevention Services act is focused on preventing children from entering the foster care system at all by allowing states to fund certain evidence-based prevention services such as Multisystemic Therapy (MST).
